As said in RIFF F.A.Q. :

Some islamic countries (KSA, Bahrain, Kuwait) have limited features on Internet Provider Services.
If You live in such country, You may need to use VPN to access update server properly.

I live in Ukraine but i have same problem. I have last used Riff about half year ago and all was ok but now i need to restore Nokia XL and i cant update box. Any other tips?
