I have the same problem!!!
This is a WORKING phone, need to fix IMEI. There is clearly something wrong with the DLL.
By the way, I can make a dump since its a working phone, if needed.

I know this is an old post but did anyone figure this out. I'm have this same issue. 2 different p.c.'s 3 different galaxy s4 boards same error on each. Any help would be greatly appreciated, thanks.

1} may be your jtag connection is bad or low battery.
2} please use direct access to flash memory plugin.
