It is because you have previously entered several wrong codes and now it is semi-locked.

Leave it SWITCHED ON...UNSDISTURBED until it resets itself.

It can take up to 640 minutes ( nearly 11 hours) as the time doubles after every wrong code.

Normally, though , it is one or two hours.

There should be a 14 character serial number STAMPED IN THE METAL

and also a SECURITY Number consisting of letters+numbers .

Something like TOA123 or TA123 or A123 or similar
