U700 Limited Service

I have a 2 U700 which i have unlocked. It will make and recieve calls on Claro brazil but on Tim or Brt it shows limited service with a red line through the phone symbol at the top of the screen.

IMIE unchanged still original

Tried a few different flash files but alwways the same.
Imei no is damaged

Use IMEI from phone which works ok TIM. This way you can be sure if its black list problem.
