Try with prolific cable.
c118 phone can be upgraded, downgraded without problem
You can flash it with c115,c117 flashes and phone will work
ProBLEM is with cable or conection 100%
Only one proble if phone is dead and you lost boot in phone.
Why you want flash phone?
