Hello!If is normal w230 you uinlock this phone in 30 seconds.
See this post.If you make all correct and don't unlock try with
anoter cable.This can be cable problem.With full battery.

problem with cable Connector,try put cable and
press cable to phone connector,make this and
you unlock phone.
I answer to v170.About this C115 if you don't
unlock in Rocker I have another Soluttion easy

Open ODM Rocker and select C113(a)/C11x/C112, BR 115200
You need Cable T191 Connect Phone and go to program and
make connect.(Select Option (Unlock).Try check Cable RX , TX.
